The University of Illinois Board of Trustees on Thursday approved a fiscal 2018 budget that holds the line on spending while increasing enrollment to another record high and extending a tuition freeze for in-state freshmen this fall.

Day-to-day operating costs will remain nearly flat, increasing by only 0.3 percent across the three-university system. Overall costs under the $6.5 billion budget are up $92.1 million, or 1.4 percent, less than the latest 2.2 percent inflation rate measured by the U.S. Labor Department.

Dear friends and colleagues:

I have watched with special interest as recent headlines refocused the world’s attention on the Paris climate accord.

Climate science and education is a strong interest of my wife, Roberta, and me, and has been a fixture of my own teaching and research for decades. In 1998, I had the honor of helping develop the early position statement on climate change and greenhouse gases for the American Geophysical Union, the world’s largest scholarly association of earth and space scientists. In the early 2000s, I served as director of the National Center for Atmospheric Research, a federally funded laboratory that promotes discovery in climate science. And in my role as assistant director for the geosciences at the National Science Foundation from 2008 to 2012, I served as vice chair of strategic planning for the U.S. Global Change Research Program, a national effort that has driven our understanding of climate change.

As a scientist and as president, I am proud of the University of Illinois System’s commitment to climate science and to the development of an action agenda to understand, mitigate, adapt and build resiliency to increasingly severe, human-induced climate change.

University of Illinois President Tim Killeen announced a proposal Wednesday that would provide a minimum of $170 million in annual financial aid over five years to keep talented Illinois high school graduates in the state for college and stem a growing outflow of students to out-of-state schools.

The Invest in Illinoisans, or Triple I program, will be introduced Thursday as an amendment to the proposed U of I Investment, Performance, and Accountability Commitment (IPAC), a measure pending in the legislature that would provide predictable funding for university operations over the next five years in exchange for tangible performance goals that serve the needs of the state.

Negotiations toward a full-year state budget are now underway in Springfield. During this process, our government relations staff and I are in constant discussions with Governor Rauner and the legislature to ensure adequate funding and fiscal predictability for the University of Illinois.

The University of Illinois Board of Trustees on Thursday approved tuition rates for next fall with no increase in base tuition for in-state freshmen, extending a tuition freeze at its three universities to a third straight year.

The freeze is the longest since tuition rates held steady for four years in the mid-1970s – from 1974-77 – and was approved despite a budget impasse that has significantly reduced state funding for the U of I System for the last two years.

Dr. Timothy N. Koritz, who has served on the University of Illinois Board of Trustees since 2009, was elected to a one-year term as chairman during the board’s annual organizational meeting Thursday at the University of Illinois at Chicago.

Koritz of Roscoe, is a staff anesthesiologist at Rockford Memorial Hospital and a former clinical assistant professor at the U of I College of Medicine at Rockford. He received his bachelor’s degree from the University of Illinois at Urbana-Champaign, and a medical degree from Harvard University.

With the start of the New Year, stopgap state funding that has helped support the University of Illinois System for the last six months ended. My priority is to vigorously advocate to restore full state appropriations for fiscal years 2016 and 2017 and going forward.

In the meantime, we are committed to fulfilling the aspirational goals of our new Strategic Framework despite the current budget uncertainties. University of Illinois President Tim Killeen will outline plans Thursday to increase enrollment over the next five years by nearly 15 percent, to more than 93,600 students across the U of I System’s universities in Urbana-Champaign, Chicago and Springfield.

Killeen said the growth plan will expand academic programs by capitalizing on the unique strengths of each university, and will raise the U of I System’s commitment to Illinois students.

The University of Illinois System will acquire nearly three acres of land for expansion of the College of Medicine in Peoria (UICOMP) under an agreement approved Tuesday by the Board of Trustees Executive Committee.

The 2.97-acre parcel is adjacent to UICOMP’s campus and will be purchased for $500,000 from Wald/Land Corp., a Peoria-based real estate development company.

The University of Illinois System signed an agreement that will bring doctoral students funded by Mexico to U of I System universities, and approved a partnership for diabetes and obesity research during a visit to Mexico last week by President Tim Killeen and a delegation of senior leaders.

Agreements also were signed that will provide a foundation for new academic and research partnerships with Mexico’s largest university and the country’s leading research institute.

Yesterday, the Illinois Labor Relations Board (ILRB) declared an impasse in the state’s protracted contract negotiations with the American Federation of State, County and Municipal Employees (AFSCME). The board’s unanimous decision has implications for the University of Illinois System because healthcare costs for our faculty and staff are established based on terms negotiated in the state's AFSCME contract.

The impact of the ILRB’s decision is still unknown because a written ruling has not yet been issued and may not be available until next week.

A fiscal year 2018 state funding request approved by the University of Illinois Board of Trustees Thursday would restore operating revenue to levels that preceded the ongoing two-year budget impasse in the state.

The proposal seeks $662.1 million for day-to-day operations at the System’s three universities during the fiscal year that begins July 1, 2017, matching the U of I System’s last full state appropriation for fiscal year 2015.

For 81 years, the University of Illinois Foundation and the University of Illinois have worked together to secure and manage private gifts from donors who are committed to the University and advancing its excellence in teaching, research and public engagement.

Figures for the fiscal year that ended June 30, 2016, were announced Friday, October 7, at the Foundation’s Annual Business Meeting, with about 300 alumni and donors, including elected Foundation Board of Directors, Foundation Members, members of the President’s Council and members of the Chancellor’s Circle, in attendance.

In response to a state fiscal crisis over the last 18 months, the University of Illinois System has reduced non-instructional staff by 484, about 3 percent, and reaped additional savings through reduced utilities costs and debt refinancing.

U of I President Tim Killeen said the administrative staff reduction could lead to long-term savings of as much as $1.5 million per month.

Killeen said the reductions came mostly through attrition and that nearly half of the staff loss—202 employees—came in central University Administration (UA), where very constrained hiring has been in place since July 2015.

Interim University of Illinois at Urbana-Champaign Chancellor Barbara J. Wilson has been named executive vice president and vice president for academic affairs of the three-university U of I System, President Tim Killeen announced Monday.

Killeen said Wilson’s appointment, subject to Board of Trustees approval, fills a newly restructured role that establishes a clear second-in-command to the president, and adds responsibilities as senior operating officer to traditional duties as chief academic officer.

The University of Illinois Board of Trustees on Thursday approved King Li as the inaugural dean and chief academic officer of a new engineering-based College of Medicine scheduled to open at the University of Illinois at Urbana-Champaign in 2018.

Li, a renowned medical researcher, educator, inventor and clinician in molecular imaging and radiology, is currently senior associate dean for clinical and translational research at Wake Forest School of Medicine and deputy director of the university’s comprehensive cancer center.

The University of Illinois System enrolled a record 77,073 on-campus students at its three universities this fall, and total enrollment is expected to top a record 81,000 students when all online and off-campus students are counted later this year, according to enrollment statistics released Thursday.

President Tim Killeen outlined the System’s second straight year of record enrollment during the first of a series of reports to the Board of Trustees on progress toward goals in a new Strategic Framework approved earlier this year that sets the U of I System’s vision for the future.

Killeen said total on-campus enrollment increased 1.2 percent from last fall’s record 76,166 students System-wide, based on enrollment as of last Friday, the 10th day of classes. The 10-day figures are the traditional benchmark for enrollment data among U.S. colleges and universities.

H. Edward Seidel, director of the National Center for Supercomputing Applications (NCSA) at the University of Illinois at Urbana-Champaign since 2013, has been named interim vice president for research for the University of Illinois System, pending Board of Trustees approval, President Tim Killeen announced Monday.

Seidel, a leading researcher in high-performance computing and relativity and astrophysics, will assume his new role Sept. 1. He succeeds Lawrence B. Schook, who announced in March that he will step down after five years as vice president and return to his research and faculty work at the System’s universities in Urbana-Champaign and Chicago.

Dear colleagues:

I write to update you on the status of a 2016-17 salary program for University of Illinois faculty and staff.
Finding a way to provide a merit-based salary program to reward employees for their hard work and dedication has been the subject of extensive discussions among leadership at the system and university levels. This is especially important on the heels of a state budget impasse that prevented a salary program for the 2015-16 academic year.
Unfortunately, the budget stalemate in Springfield remains unresolved; following two partial “stopgap” appropriations, the state still does not have a full-year budget for the 2017 fiscal year that started July 1. This leaves us with uncertainty over funding that again makes a salary program fiscally imprudent at this time. As responsible stewards of the University’s future, we must be careful about committing to ongoing, increased expenses while our long-term financial picture is unclear.
