Sangamon State raises funds Before Sangamon State University (the future UIS) could open, funds had to be raised. The Committee for Higher Education in Central Illinois began a drive to raise one million dollars to establish SSU. Collegiate license plates available In November of 1996, Secretary of State George Ryan unveiled collegiate license plates. Then as now, a portion of the purchase price of each plate goes to a scholarship fund for Illinois students. The first plate celebrated the Urbana campus, followed by Springfield, then Chicago.
